Is there any committee constituted by Prime Minister of India to help to finalize the recommendations and what is its work?
Yes, there is a committe known as the Padma Awards Committee and the Prime Minister of Indian is authorized to constitute the Padma Award Committee. The work of the committee is to finlize the name of the recipients received from following sources.
The sources are –
01) All the State Governments,
02) Administrators of all the Union Territory,
03) All the Ministries of the Government of India,
04) The previous Bharat Ratna and Padma Vibhushan awardees,
05) The Institutes of Excellence,
06) Ministers of the government,
07) Chief Ministers,
08) Governors of State,
09) The Members of Parliament
10) Prominent Private Individuals of India.
The committee later submits their recommendations to the Prime Minister and the President of India for the further approval.
Is there any deadline to send the recommendations to be recipient of the award to Padma Award Committee?
Yes, The deadline to receive the recommendations by the Padma Award Committee from the authorized entities is between 1 May and 15 September of every year.

In the year 1954 when the award was introduced then the statutes did not allow posthumous awards but it was subsequently modified in the January 1955 statute.

Yes, The “Padma Vibhushan” award along with other personal civil honours, was briefly suspended twice in its history. It had been suspended from July 1977 to January 1980 and from August 1992 to December 1995.

In the year 2011 the family members of Lakshmi Chand Jain refused to accept the award.
In the year 2016 the family members of Sharad Anantrao Joshi declined their posthumous conferment.
Baba Amte who was honoured in 1986 returned his conferment in 1991.
