As per the press note published on 29 October 2025 by the Ministry of Coal said that The Ministry of Coal has the overall responsibility of determining policies and strategies in respect of exploration and development of coal and lignite reserves, sanctioning of important projects of high value and for deciding all related issues. Under the administrative control of the Ministry, these key functions are exercised through the Public Sector Undertakings, namely, Coal India Ltd. and its subsidiaries and Neyveli Lignite corporation India Limited (NLCIL).
Other than Coal India Ltd. and Neyveli Lignite Corporation India Ltd., the Ministry of Coal also has a joint venture with Government of Telangana called Singareni Collieries Company Limited. Government of Telangana holds 51% equity and Government of India holds 49 % equity. (Source – Website of Ministry of Coal)
Recently the Government of India launched two transformative digital platforms named as The Koyla Shakti and Coal Land Acquisition, Management, and Payment (CLAMP) in support of Digital India Mission which aimed to enhancing the transparency, operational efficiency, and governance in the coal sector.
Points to know about CLAMP Portal
01) The full form of CLAMP is The Coal Land Acquisition, Management, and Payment.
02) Portal CLAMP is an unified digital platform.
03) This portal is developed to streamline and digitize processes in the coal sector, related to land acquisition, compensation, and rehabilitation & resettlement (R&R).
04) This portal will serve as a centralized repository of land records.
05) This portal will facilitate real-time data integration and monitoring across coal PSUs.
06) The portal CLAMP will help to enhance the transparency, accountability, and inter-agency coordination by digitizing the entire workflow from uploading land details to compensation payments.
07) The portal CLAMP will help to minimize the procedural delays and eliminating data redundancy.
