Sir Courtenay Peregrine Ilbert was a distinguished British lawyer and civil servant who served as legal adviser to the Viceroy of India’s Council for many years. He introduced a bill to amend the Criminal Procedure Amendment Bill 1873. This bill known as The Ilbert Bill. This bill was proposed by Lord Ripon in ILC in 1883. This proposed bill give Indian district magistrates and session judges the authority to try Europeans in criminal cases in the small towns as they already did in the presidency towns. It was strongly opposed by the British Officials, Europeans, Anglo-Indians and specially by the women. ultimately Lord Ripon succumbed to the pressure and withdrew the bill and afterword an amended bill was introduced which added a provision of trial by a mixed jury in such cases involving European offenders.
